  2. Supervisory tolerance thresholds: Supervisors must know the exact volume of manual overrides or exceptions they can issue before requiring sign-off from the general production director.
  3. Dedicated radio channels: Communication frequencies must be partitioned by functional area. The access control channel is reserved strictly for reporting hourly ingress metrics, congestion warnings, or mass hardware failures—never for individual queries about a single attendee.
